Overview
The Chicago Board of Education defines any non-board
conducted research as external research.
The Office of Strategy, Research &
Accountability (SRA) makes a number of aggregate
School &
Citywide Reports publicly available to external researchers. Additionally the Office of SRA
reviews proposals to conduct primary research in Chicago Public Schools and administers data
requests for secondary analysis if the required data are not publicly available.
There are two separate processes for conducting
primary research and for requesting data for secondary analysis from CPS as described
below.
Conduct Primary Research
In order to conduct primary research in the Chicago
Public Schools, a proposal must be submitted to the Research Review Board (RRB) for review.
The RRB acts on behalf of the Chief Education Officer
to review primary research proposed by external and board contracted researchers. The RRB is
comprised of members from various Chicago Public Schools offices and is facilitated and managed by
the Office of SRA.
Research Guidelines are
meant to provide researchers with a clear understanding of the types of research encouraged within
CPS and procedures for submitting a research proposal for review. The RRB meets monthly to evaluate
all forms (i.e. new submissions, resubmissions, modifications, and extensions) of requests to
conduct research

Request Data for Secondary Analysis
In cases where the required data are not publicly
available in CPS
School &
Citywide Reports, researchers may request additional data from the Office of SRA.
Researchers may not request data directly from schools
or departments. All data requests must be submitted to the Office of SRA for handling. To
make a data request, complete and submit the
Data Request Form along with the
processing fee. When considering data requests, data availability and research content in relation
to district priorities will be taken into consideration. Researchers who wish to obtain highly
confidential or confidential student or staff level data must follow procedures to comply with the
federal Protection of Pupil Rights Act and the Illinois School Student Records Act or enter into a
