Pre-IDEA Proficiency Test (Pre-IPT) Oral English Screener
The Pre-IPT Oral English Test
covers listening and speaking domains and was developed by Ballard & Tighe.
It assesses vocabulary, comprehension,
grammar/syntax, and verbal expression through verbal and visual stimuli. Reading and writing are
not assessed.
Beginning on July 1, 2009, districts are required to screen Pre-K students
identified by the Home Language Survey (HLS) as potentially eligible for bilingual services with
the Pre-IPT Oral English Language Proficiency Test.
The Illinois State Board of Education (ISBE) is
requiring that Illinois districts use the new Pre-IPT Oral Language Proficiency Test as a screener
to determine whether students identified by the Home Language Survey (HLS) as potentially eligible
for bilingual services do in fact qualify for those services.
Charter, contract, and AMPS schools are
not exempt from this state requirement.
Please remember that per state law,
every
child (pre-K through grade 12) that enrolls in an Illinois school district is required to
be given a
Home Language Survey (HLS) to determine eligibility for language support services. Any
student whose parent answers "yes" to one or both of the
HLS questions
must
have their English language proficiency assessed using the appropriate state-prescribed
screener. Students who enroll in CPS in Kindergarten or the first semester of grade 1
must be screened using the MODEL screener.
Students enrolling in the second semester of grade 1
(third or fourth quarter) and above will still be screened using the W-APT screener for their grade
level cluster (1-2, 3-5, 6-8, or 9-12).

. There are two different request form options online - one for Pre-IPT
consumable materials and one for Pre-IPT replacement materials. Remember to correctly
indicate whether your school was a Phase 1 school so the appropriate edition of materials
is packaged.

Requesting Additional Consumable Materials (Student Test Booklets and Score
Sheets): Only request additional consumable materials if your stock has been depleted and
you need to screen additional students enrolling in the
current
school year
.

Requesting Non-Consumable Replacement Materials: A brief explanation for need of
the following replacement materials is required: Examiner's Manual, Storyboard, and Story Pieces.
Requests for replacement supplies will be approved by Student Assessment on an as-needed
basis
, with the burden of responsibility for costs falling on the school if the need is not
appropriately justified.
Schools are automatically responsible for replacing lost or misplaced kit
materials.

Delivery Timelines: Allow up to 24 hours to process
consumable materials requests for warehouse pick-up. Allow 2-3 days for processing and
delivery through the mail run. Allow up to 48 hours for
replacement materials requests to be reviewed for approval. If approved, allow up to an
additional 24 hours to process approved requests for warehouse pick-up. Allow an additional
2-3 days for processing approved requests and delivery through the mail
run.
