MODEL

Measure of Developing English Language Development (MODEL™)

The MODEL is a series of standards-based criterion-referenced academic English language proficiency assessments developed by the WIDA consortium.  All test items are aligned to the WIDA English Language Proficiency (ELP) standards, which were adopted by TESOL in 2006 as their ELP standards.  Each test assesses students' abilities in all four language domains (Listening, Speaking, Writing, and Reading), and evaluates Social and Instructional English as well as academic language corresponding to the subject areas of Language Arts, Mathematics, Science, and Social Studies. The assessments are designed according to grade level clusters: Pre-K - Kindergarten, 1-2, 3-5, 6-8, and 9-12. 
 
Beginning on July 1, 2009, the Illinois State Board of Education (ISBE) requires districts to use the MODEL for Kindergarten assessment instead of the WAPT to screen students entering Kindergarten and first semester 1 st grade. All Illinois schools are required to use the new MODEL screener to identify whether these students are eligible to receive ELL services. Please remember that per state law, every child (pre-K through grade 12) that enrolls in an Illinois school district is required to be given a Home Language Survey (HLS) to determine eligibility for language support services. Any student whose parent answers "yes" to one or both of the HLS questions must have their English language proficiency assessed using the appropriate state-prescribed screener.   Students who enroll in CPS in the second semester of 1 st grade (third or fourth quarter) and above will still be screened using the WAPT screener for their grade level cluster (1-2, 3-5, 6-8, or 9-12).     
 
Charter, contract, and AMPS schools are not exempt from this state requirement.
 
Ordering Additional Materials
·         Additional Materials Requests Moving Online: As of April 15, 2010, all orders must be placed via the Student Assessment online ordering site: http://itgcenter.cps.k12.il.us/ Click here for step-by-step instructions on requesting materials online . There are two different request form options online - one for MODEL consumable materials and one for MODEL replacement materials.      
 
·         Requesting Additional Consumable Materials (Student Test Booklets and Score Sheets): Only request additional consumable materials if your stock has been depleted and you need to screen additional students enrolling in the current school year .  CPS schools will be sent MODEL materials in late spring for the following school year.   
 
·         Requesting Non-Consumable Replacement Materials: A brief explanation for need of the following replacement materials is required: Test Administration Manual, Test Administration Script, Student Storybook, Activity Board, Set of Cards, and Card Pouch Booklet.  Requests for replacement supplies will be approved by Student Assessment on an as-needed basis , with the burden of responsibility for costs falling on the school if the need is not appropriately justified.  Schools are automatically responsible for replacing lost or misplaced kit materials.
 
·         Delivery Timelines: Allow up to 24 hours to process consumable materials requests for warehouse pick-up. Allow 2-3 days for processing and delivery through the mail run. Allow up to 48 hours for replacement materials requests to be reviewed for approval. If approved, allow up to an additional 24 hours to process approved requests for warehouse pick-up. Allow an additional 2-3 days for processing approved requests and delivery through the mail run.
